About the Board
of Directors
The Board of Directors manages
the affairs of the Kincaid Forest Homeowners Association, and is currently
composed of nine members. The Board is the executive organ of the Association
and as such has certain powers and duties necessary to ensure that the
day-to-day responsibilities of the Association are carried out. These
powers and duties are outlined in the Governing Documents and include,
but are not limited to, developing the annual budget and setting assessments,
promulgating and enforcing rules and regulations, administering the architectural
scheme of the community and regulating exterior appearance of the homes
(through a duly appointed Covenants Committee), and providing for the
necessary personnel and contractual services to maintain all commonly
owned property and facilities.
About Kincaid Forest HOA
Kincaid Forest Homeowners Association is a non-stock, not for profit
corporation that was incorporated in January 1993 in the Commonwealth
of Virginia. The Association was formed by the initial Declarant (also
known as Developer) of Kincaid Forest to provide specific services to
the owners in the community. All persons who purchase residential property
in Kincaid Forest automatically become members of the Association and
such membership is not severable unless and until the person sells their
property. This membership entitles the property owner to all of the rights
and privileges afforded by the Association's Articles of Incorporation,
Declaration and Bylaws (Governing Documents). The Governing Documents
also create certain obligations and responsibilities for the property
owner, including but not limited to requirements to pay annual assessments
and to abide by certain covenants and rules.
Meetings
The Board presently meets the 1st Tuesday of each month (beginning in 2006) starting at
7:30pm at the Leesburg Safety Center on Plaza Street. All meetings begin
with a resident comment period that generally lasts for about 15-20 minutes.
