Severe Weather

  Pool and Facility Information

The following rules have been established for the benefit and protection of all members and guests. They are established by the Kincaid Forest Homeowners Association and are approved by the Kincaid Forest Homeowners Association Board of Directors. These rules are designed to ensure proper operation of the Recreation Facility/Pool and to provide wholesome recreation for members and their guests.

MEMBERSHIP
1. Access to the Recreation Facility/Pool is permitted to households in good standing. Households are not considered in good standing if their HOA account is delinquent and not paid in full.
2. The number of Member passes given to each household will be based upon the number of adults and children living in the home. Please be advised that proof of residence may be requested (photo ID).

ENFORCEMENT OF RULES
1. Pool Management Staff, hereinafter referred to as the Staff, will enforce the rules of the Kincaid Forest Homeowners Association Recreational Facility/Pool. All members and guests are required to abide by these rules. Parents are instructed to caution their children to observe all rules and obey the instructions of the Staff. Parents and/or guardians are responsible for the conduct of their children and members are responsible for the conduct of their guests.
2. The Staff has the authority to suspend an individual’s pool privileges for the day for any infraction of these rules. Subsequent action may be taken by the Kincaid Forest Homeowners Association Board of Directors, which may include revoking an individual’s pool privileges for any length of time, including the remainder of the pool season.
3. The Staff may deal with any unforeseen circumstances not covered by these rules. The Staff will notify the management agent and/or the Kincaid Forest Homeowners Association Board of Directors of any such occurrences.

HEALTH AND SAFETY
1. Swimmers are required to take a soap shower before entering the pool.
2. No running, pushing, spitting, fighting, dunking, horseplay, etc., will be permitted. The Staff has the authority to suspend pool privileges of any individual for the remainder of the day or longer, as the infraction may warrant.
3. No rafts, inner tubes, or water pistols are permitted.
4. Diving is not permitted.
5. At the discretion of the Staff, anyone wishing to swim in water above his/her shoulders may be required to demonstrate his/her ability to swim; e.g., lifeguard administered swim test.
6. No alcoholic beverages are permitted in the pool area.
7. No pets are allowed in the pool area except for guide and service dogs.
8. No wheeled vehicles (except wheelchairs and strollers) are allowed in the pool area.
9. The lifelines located in the pool are for safety purposes only and should not be handled except in an emergency.
10. Injuries occurring on pool property should immediately be reported to the Staff on duty. Additionally, the Staff will be required to fill out a pool accident report. Emergency personnel may be contacted as conditions warrant. For this reason, it is critical that the emergency contact person, supplied by each household on the application, must be valid and reachable.
11. Any person having a skin disease, nasal or ear discharge, inflamed eye, or other communicable diseases shall be excluded from the pool, in accordance with Loudoun County Code, Section 838.47.
12. Children not toilet trained must wear snug plastic pants under swimsuits or swim diapers.
13. Proper swimming attire must be worn in the pool; e.g., no cutoffs.
14. Eating, drinking, gum chewing, and/or smoking are prohibited in the pool area per Loudoun County Code, Section 838.37
15. Glass containers and breakable objects are not permitted at the Recreational Facility/Pool.

SEVERE WEATHER
1. The pool may be closed and the pool and deck cleared under the following conditions:
2. Closing of the pool will be at the discretion of the Staff.
A. Air temperatures below 65 degrees Fahrenheit.
B. Lightning or thunderstorms.
C. Hail or rain showers that prevent (block) observation of the bottom of the pool.
D. Any other climatic conditions that may endanger pool users or the Staff.

3. The pool will reopen thirty (30) minutes following the cessation of a thunderstorm or shower. If the storm occurs after 7:30 PM or does not end until 7:30 PM, the pool will be closed for the day.

GENERAL
1. Property damage caused by a member or his/her family or guest will be charged to the registered pool member. All damages must be repaired and all outstanding payments for damages must be resolved prior to readmittance to the pool.
2. Abusive, offensive, or profane language or behavior is not permitted.
3. All trash must be placed in trash containers.
4. All radios and sound equipment should be played at a reasonable level. The Staff may request that a member or guest turn the volume down or off.
5. Only authorized pool staff and maintenance persons are allowed in the pool pump room. All violators will be asked to leave the pool area.
6. Only authorized persons are allowed in the pool enclosure and the bathhouse when the pool is closed. Any unauthorized use will be treated as trespassing and violators may be subject to arrest and criminal prosecution.
7. During a 15-minute break every hour, the pool will be set aside for use by adults, ages 16 years or older.
8. The Kincaid Forest Homeowners Association reserves the right to revise these rules and regulations at any time in the best interest and safety of the members of the Community.

DEPENDENTS
1. Children age eleven (11) or younger must be accompanied at all times by an adult or a responsible person age 16 years or older in order to be admitted to the pool area. Lifeguards are prohibited from serving in this capacity. The responsible person must be a qualified member or guest of a pool member. The Staff may challenge the qualifications of the responsible person, if actions warrant.
2. Children age twelve (12) or older may be issued a pool pass that would allow them to be admitted to the pool unaccompanied by an adult. If they wish to be admitted to the pool unaccompanied by an adult, they must:
A. Provide a completed Consent Form or have it on file with the pool office. Which has been signed by a parent or legal guardian and
B. Be able to pass a swimming test administered by pool supervisory personnel, or they may present a swimming certificate from the American Red Cross. The swimming test will consist of the following:
• Jump into water that is at least five (5) feet deep.
• Swim the width of the pool.
• Tread water for two (2) minutes without touching the wall.
• Swim back to the original point of entry.
• Back float for at least two (2) minutes.
3. The person administering the swim test will note on the child’s pool pass that he/she has satisfactorily passed the swim test. No child age eleven (11) or younger will be admitted without an adult.
4. Children age five (5) or older are not permitted in the wading pool.
5. Children using the wading pool must be supervised at all times by their accompanying adult, who must remain inside the wading pool fenced area.

WADING POOL USE
1. The wading pool is for the use of children under the age four or younger.
2. Lifeguard service will not be furnished at the wading pool. Children using the wading pool must be supervised at all times by a responsible adult.
3. Children who are not toilet trained must wear snug-fitting plastic pants or swim diapers under their swimsuits in either pool. Disposable diapers are not acceptable as plastic pants.
4. Small toys are permitted in the wading pool.

GUEST PROCEDURES
1. Each household will be issued a complimentary guest pass good for five (5) visits. Additional five (5) visit guest passes may be purchased for a fee of $15.00. A one-visit-only guest pass may be purchased for a fee of $4.00 each. Guest passes are only valid on a single day during pool operating hours on the date validated.
2. In order to keep the pool available to residents, guest admittance may be restricted at times of heavy usage at the discretion of the Staff.
3. The host member must register all guests at the main desk. This must include the full name of the guests and members.
4. All guests from ages 15 and under are required to be chaperoned by an adult.
5. Homeowners with special circumstances, such as nannies, foreign exchange students, or nondependents living in their household, should include their names on the Membership Application. Preregistration will be required for these cases or they will be considered a guest.
6. Guest passes are valid only for the swim season in which they are issued or purchased.
